[Moodle] Ultranet quick timeline of history

hehehehe it keeps rolling back and back so it is a very odd and jumpy
timeline. Delivery around the latter half of term 4 2010 .. rumors have it
very probably going to be slotted in after the next election as this is a
clear target.

You are wise to clarify this although I wouldn't quite say that Moodle is
the same as Ultranet. Whilst there is going to be some overlap, there are
some important scope and structural differences.
