[Moodle] News Forum within a course

Just create a standard forum and set it so that everyone in subscribed forever.  All forum posts from anyone
will then be "news" to all course members.

Hello moodlers. 

I have a requirement where in a course, I would like to create a News Forum where students can respond/reply
to.

I searched through the moodle doco and there was some information that these News Forums are only available
for Teachers/Admin to reply to only. 

Is there a way around this?
