[Moodle] News Forum within a course

Hello moodlers. 

I have a requirement where in a course, I would like to create a News
Forum where students can respond/reply to.

I searched through the moodle doco and there was some information that
these News Forums are only available for Teachers/Admin to reply to
only. 

Is there a way around this?
