[Year 12 IPM] OT - VELS questions

Thanks Paula,

That's what I thought, but the vels.vca website is ambiguous. It states 
"Level 4 is broadly associated with Years 5 and 6 of schooling". You can 
see the problem. I think I would have written "during years 5 and 6 
students would be expected to be working towards level 4".
