I believe you are correct David. A Mac reseller confirmed to me your understanding of the licence.
Software licence violation is rampant - particularly with regard to WIN OS, Office and Adobe suites. This is just another example.

Doesn't that model of accounts contravene the terms and conditions of the app store? Surely we are not allowed to load 1 purchased app to 5 devices without paying for 5! I am intrigued about how schools are working around this limitation until apple release some sort of education licensing.

We have done as you are planning...it takes a little bit of time to set up but it seems to be working well. I set up the email addresses and Apple IDs so I get an email when the students purchase an app using that account. At the moment 5 students share each account and I've given them a list of what they must download although they are allowed to discuss ideas for apps & download those they all agree on.
