[elearning] Ipads ... the nitty gritty

This is more complex than past education licensing. The apps in the  App
Store could be developed by any developer anywhere in the world. I know
some developers who would be VERY upset if Apple decided to deprive them of
income by giving their apps to schools  at any price other than the one
they set per copy. Some would simply withdraw from developing educational
apps if this were to happen. Past education licenses were based on
negotiations with a small number of large companies. The nature of apps is
that there are a large number of often small companies to be negotiated
with, and the per-item cost is very low.
