Feedback I have from teachers who have tried a range of drag&drop 
programming languages is that Scratch is exactly as you describe it, very 
easy to learn, so easy that it can be used in lower primary years.

Game Maker is suited to upper primary years and beyond, it is however more 
suitable than Scratch for secondary years.
