The main issue with this is that as part of competency-based assessment,
students need to demonstrate to you that they have an understanding of the
skills they have learnt i.e. they can apply the underpinning knowledge and
skills. As long as you can do this then there is no problem with students
doing work outside the classroom.

Remember that it is competency-based, so a "marked test" will not be the
best way to go about it.

With the new package, the Cert II IT qualification is essentially nested
into the Cert III IT qualification as well, so this should assist with
completion of the course over 2 years.

Another way could be to RPL (recognition of prior learning) any computing
they do in the lower year levels - particularly if it is tailored meeting
the unit of competency requirements. For some advanced students, you could
give them a test or task to do and mark them competent if they successfully
complete it.

The setting of homework is a good
idea - if they pass the task that they do in school, then they could be
marked as competent. The log will serve as proof of nominal hours spent.
Some of the competencies could be also taught / assessed during work
placement as well.
