[Year 12 SofDev] Language options 2016

I think the main criterion is that you are able to examine the student's
source code and accurately assess how well it satisfies the criteria in the
rubric.
If you know so little about a student's chosen language that you can't tell
whether it has been used well or poorly (e.g. Have efficient and effective
functions been used?), you need to step in.
