The new study design hit my desk an hour ago.  It's not on http://www.vcaa.vic.edu.au/vce/studies/infotech/itapplications3-4.html yet.

After a 2 minute scan (while teaching my year 12s) it seems to be:

ITA U3O1 - prototype website for an online community + technical requirements
ITA U3O2 - relational database using data acquired from websites
ITA U4O1 - Database OR spreadsheet (reverting to the IPM outcome)
ITA U4O2 - Managing data + legislation (same as now)
