[Year 12 SofDev] OT?: Good example of a legal/ethical issue

Hi everyone,
At the risk of being controversial, the latest Ultranet developments seem to
be a perfect example of a potential conflict between a (potential) developer
and client. The deadline remains as Term 3, 2010 (as it has been since the
'beginning' - 2006) and yet the project is going to tender once more with a
further round of analysis being undertaken. The pool of money for the
project must be reduced due to the employment of the Ultranet coaches as
well as this additional consultation - yet a successful tenderer is still
going to have to produce the finished product by the original milestone date
(and presumably for less money). The milestone date cannot (or will not be
shifted) as it is a political constraint.
It is a great example that could be modified as a SAC legal/ethical issue.
