[Moodle] Where to start??

You have a couple of questions. For the first, if you are new to Moodle I recommend that you do not use any plugins. People need to learn their way around the system, learn how to use groups and use areas like the Quiz module which is built in. There is so much to learn that in a year's time you will still be teaching the teachers new things. Look at the plugins when the rest is up and running.
Plugins can also make maintaining your site a bit harder as after each upgrade you may need to re-apply the plugin. We are on 1.9.2 now, if you show people a plugin, will that plug in work in version 1.9.3 or version 2.0? Plugins are good if you have good Tech Support to go with them.
As for your second question, the two best places are this Moodle users group and http://moodle.org/ Delve deep into the Free Support section of Moodle.org and you will get the answers to just about everything.
