Adding a news role is very easy.

Just create a new role and call it news poster. In the permissions  
scroll down and allow "post news". I am doing this from memory so it  
might be slightly different.

No need to add anything else, just save the role. No go to assign  
fromtpage roles and assign this new role to the appropriate students  
and your done!
