No.... I mean can teachers drag and drop files into the file storage area etc. ?

Yes, I can drag and drop stuff around in courses to change its position and order. Very cute. 

Martin demonstrated it last year at the VITTA conference. There are plans to implement even more Ajax stuff in the roadmap for
Moodle 2.0+

I quite agree, Ajax has done a lot to introduce drag and drop effects onto the browser. 

BTW, with Novell NetStorage .. .there is a very cute workaround that lets users drag a file or collection of files (even a folder)
from the desktop, right onto a remote folder in a browser. I must show it off to you one day. I used it during the commonwealth
games to remotely backup the uniform photographs that I was taking when somebody nicked my USB key. One of those cute features that
we didn't know was on our Network until it was pointed out to me.

Only problem (common major problem with all web interfaces that hopefully will be fixed before I die, is that stduents loose the
ability to copy and paste files as they can in a network share.  They have to laboriously upload files or zips of multiple files.

I've used and developed for both plone and drupal. They are both great 
systems, albeit with slightly different goals. Plone needs more work
setting up, and you have to think about things a bit more at the outset.
It is very, very configurable. Drupal on the other hand works better
straight out of the box, and mainly configurable via plugins (which you
can write your own), but I would suggest works better on smaller scale
operations. Plone also seems to have better 'direction'
as a project than drupal.
