[Year 12 IT Apps] "Study and use"

My understanding after the online seminars is that if you are required to
study a tool then you must be sufficiently familar with that tool to answer
exam questions on it.

Hi, lotus eaters. 

The 2016 study design lists software tools for each unit. For some units
(e.g. U3O1) students are required to "both study and use" certain tools. In
other units (e.g. U3O2) they are "required to use, but not required to
study" certain tools.

I'm not clear what "studying" a tool implies for assessment and teaching. 
What difference does studying a tool make?
