[Year 12 IT Apps] "Study and use"

Hi, lotus eaters.

The 2016 study design lists software tools for each unit. For some units
(e.g. U3O1) students are required to "both study and use" certain tools. In
other units (e.g. U3O2) they are "required to use, but not required to
study" certain tools.

I'm not clear what "studying" a tool implies for assessment and teaching.
What difference does studying a tool make?
