I too read the text and saw them listed as technical

I was re-writing a task yesterday and when I had a think about it - felt both were not technically 'technical'!

I can understand that they both 'lead' to technical constraints - so this is how I taught it in class today

I can't see how the book could justify them as technical constraints. Does
it give an explanation?

Logically, technical constraints would be imposed by technology.  Time and
money are not technology.

The cost of the solution would impact decision making with regards to the selection of the tools used, server space, software etc. As the textbook states it "might determine whether the organisation uses freely available tools or tools to which they subscribe".
It sounds reasonable.
