Paula would be the ultimate authority on the acceptability of CMS for
outcomes, but the study design does not constrain web development tool
choices (it just says "use web authoring software"), and CMS is rapidly
becoming the norm for website creation.

The VCAA bulletin<http://www.vcaa.vic.edu.au/vcaa/correspondence/bulletins/2010/July/vce_study.html#H2N1000B>(July
2010) defined the web authoring software capabilities as:

   - *cascading style sheet*
   - *edit and format content*
   - *links (relative and absolute links, internal and external links)*
   - *navigation*
   - *buttons*
   - *screen layout*
   - *tagging (metadata tags, alt tags)*
   - *forms*
   - *incorporate images/sound*

CMS can manage all of these things.

My view is that kids and teachers can use anything from notepad to
Dreamweaver to Joomla depending on their local conditions and preferences -
so long as they generate a prototype website that will satisfy the needs of
an online community.

Of course using a CMS will mean there will need to be far less need to *
simulate* working features, as we've become used to in the past: a CMS will
let you drop in the tool in an instant.

The main thing about U3O1 is that students show their understanding of the
needs of online communities and the tools (wikis, blogs etc) that can meet
those needs... the software they use to show that understanding is not
nearly as important.

That must be 6c worth.  Pensioner discounts available.
