[Year 12 IT Apps] U3O2 - Ok to code entirely in Notepad?

So far as I can see, the study design and other support materials simply refer to web authoring software. No suggestions of appropriate software or any limitations.

This is probably a dumb question, but if a pupil is proficient in html and css, can they create their prototype website in Notepad (or Vym, or Notepad++ etc). I know the task must be completed using appropriate software that can create a website, but does that include something as simple as a text editor or must they use Dreamweaver or another WYSIWYG type of editor?
