[Year 12 IT Apps] Restrictions

I am trying to use, what I think are great little tools, the ITA Quizs of the VITTA support CD. They are little flash exe files.
 
My admin people have restricted the use of *.exe files on the student w/s using windows policies.
 
They want me to register with them every exe I wish to run so that they can place it into the allowed list in the policy then publish this policy back out to all the work stations.
 
Does this seem a little restrictive? I can see their point, which is if no kid can run an exe then it greatly reduces the risk of virus's etc
