[Year 12 IPM] RAR File

RAR is a compressed/archive format much used in Usenet groups. I'm not sure what advantages it has over the ZIP format. Windows has a tool for locating helper apps over the Internet, so maybe if you double-click the file and let Windows find the appropriate application?
