Agree.
Just like at home, students need to be supervised to ensure that they
accessing appropriate material. Indirect measures such as enforcing
deadlines, time allocation to task can also prevent time-wasting. If the
students have a limited amount of time and an enforced deadline it can
help keep them on task. It 's just like in "the old days" when you
caught kids in the library reading "Mad" rather than the encyclopedia.  ;)
