That's a pretty comprehensive model.

One thought:

Where students bring their own device and network, as is increasingly the
case, does the reference to  " use the college’s IT equipment and
infrastructure in a legal and appropriate manner" (and the accompanying
right of the college to remove them) cover students using their own network
connectivity in an inappropriate manner. That is, you can disable them from
your own network but what if they are using their own?
