I wouldn't be advising anything with petrol engines - safety hazards.

If making an electric bike or equivalent, there are laws that restrict the electric motor to 250Watts - a standard electric bike motor.
If you are not making a bike, but rather a car, I would suspect that similar laws abide for man-made vehicles, also governed by roadworthiness and road safety laws.

Go karts, paddock bombs, etc, probably would be out of the scope of VCE projects.

If I have students interested in this sort of stuff, I get them to make a remote controlled small-scaled model...that can be driven like any RC car from a toy shop.

On Page 12 of the study design it has this:

Students may base their products on one of the following design specialisation areas, but are not restricted to these areas. *The product should not include significant mechanical and/or electrical and control systems components.* It should not be a food, an agricultural, a horticultural (plant or animal) or an information technology product. The purpose and/or function of the product should not be solely to visually communicate, or be purely decorative or aesthetic (for example, a wall
hanging) or an artwork (for example, a sculpture).

I suppose you could interpret it in a few ways.
