[Design and Technology] Motorised vehicles limitations

Phil is after any suggestions on the following questions regarding powered vehicles in year 12 PDT, if our fellow teachers might be able to help:

Are students allowed to make a powered vehicle?
Is there a speed restriction?
Are there any legalities that need to me complied with?
