[Informatics] Seeking hypothesis definition advice

This is not exactly an answer, but a strategy. You might want to try
working in reverse: find some interesting data first, and form a hypothesis
around it.
Out of interest, I just did this:

1. Googled for "data victoria"
2. Found https://www.data.vic.gov.au/
3. Chose 'Education' at random
4. Selected the first link: Government schools average class size -
Secondary English classes, Feb 2001-2012
5. Grabbed the CSV data, loaded it into Excel.
6. Saw that between 2001 and 2012, average year 12 class sizes have gone
down from 21.2 to 19.0.
7. Wondered a bit about why class sizes are falling, and the possible
effects that might have.
8. Hypothesised that smaller class sizes lead to improved learning outcomes
for students.

Then I might have gone off and find relevant secondary data, and frame a
questionnaire, survey, interview to collect primary data.

That took about 5 minutes. I'm sure you can graze the online datapasture
and soon find a dataset that makes you go "Hmmmm, I wonder why..."
