OK, here is what we have found out.  (My AP came back earlier than I
expected).

If your shade sails have been installed very recently, you should be
able to get a certificate from the company that installed them

If your shade sails have been in place for longer you need to contact
the company that installed them to get design documents including
details of footings.  This will save some (expensive) time when you get
the structural engineer, because if he has to inspect the footings (by
presumably digging a hole) it will take longer and cost more.

We have found a structural engineer who will do the job for $198 per
hour.  He's the cheapest we've found, they range in price up to $500 per
hour.

The initial assessment will take longer and therefore cost more.  We
have 7 shade sails and we have been given ball park estimate of 2-6
hours to do the inspections.  Future annual inspections should be
cheaper. 

I'm reluctant to give the name of the contractor we are using because he
hasn't done the job yet, so we really need to see how it goes before I
make a recommendation.

You will also need to set up the inspections on PRMS (sorry, it's SMS
now isn't it).  The inspections (by contractor and visual inspection by
Principal) are on the master list.  Also happened to notice there's some
other new inspections there as well - termites and inspection of
basketball/netball rings - hadn't noticed them there before.
