Thank you for that info. I actually need to complete a form from
Centrelink regarding someone wanting to do volunteer work. It is called
a Request for Organisation Approval - Voluntary Work. The form asks for
the Insurer and Policy Number. Any contact name or number would be great
so I can get further details.

Hi Pam,

IN SHORT YES VOLUNTEERS ARE COVERED BY THE Department of Education and
Training

When I was co-ordinating the SSO Administration Training Program I had
this question clarified by DE&T with regard to HOST SCHOOLS and trainee
WORK EXPERIENCE.

This is the reply- It is very long and detailed but answers your
question today I think:

I refer to your request for clarification of the public liability
coverage afforded to government schools. The following advice applies
in cases where School Councils are acting within their powers.

The Department of Education & Training (DE&T) as an agency of the State
Government is covered by a public liability insurance that covers the
DE&T in catastrophe situations for up to $10 million. That insurance
carries an excess of $5M. For amounts under $5M, the State and DE&T
underwrites its own risk for liability to the public, that is DE&T
self-insures rather than purchases insurance cover. The public liability
covered by the insurance covers personal injuries to persons and/or
property damage. All State schools and the following people are
protected against any public liability claims by both these insurance
policies.

School Councils

School Councils are body corporates constituted under section 13 of the
Education Act 1958. The Minister for Education & Training, on behalf of
the State of Victoria, indemnifies school councils from liability for
any negligence claim against the school council (eg. involving a pupil
injury, or occupier's liability). The exceptions to the above protection
are where the school council has in place an insurance cover (in which
case, the council must first claim on the insurance and the State will
meet the shortfall) or where it knowingly exceeds its powers (in which
case, the State will consider whether to assume liability, on a case by
case basis, with the overriding concern of the State to ensure that the
educational programs of the school are not affected).

Volunteer School Workers

The legislative indemnity for volunteer school workers will ensure
protection for any volunteer workers assisting in the school's community
activities. To ensure maximum protection you should record their names
and all tasks to be performed.

I want to confirm whether the Department provides insurance cover for
volunteers or is it the school's responsibility to do so. Thanks for any
help.
