The policy says that principals are responsible for determining the
commencement salary for a teacher where they have prior service with
another Victorian or interstate school (government or non-government
schools) but where the service is from overseas then advice is to be
sought from Schools HR Services (where Melissa works). Obviously where
the principal requires assistance advice and assistance can be sought
from Schools HR>
The commencement calculator allows the details of a persons prior
service that should be provided on certified documents, to be entered
into a spreadsheet in a systematic way. The end result will be a
determination of the commencement salary details that would then be
included in their offer of employment and entered on HRMS.
The commencement salary determination must be done EVERY time that a
teacher commences employment, which means that if the teacher ceases one
contract today and starts another tomorrow, even in the same school, the
calculation MUST be done again. This probably sounds like a lot of
potentially extra work, however it is necessary and with a bit of
planning/forethought not too much extra work either.
My recommendation is that every fixed term classroom teacher and any new
teacher with previous experience should have their own version of the
commencement salary calculator with their service details included. The
first time around preferably the teacher enters their own details, or
the school does. If the teacher does, then obviously this needs to be
checked by the school against the evidence provided (as stated above).
At the end of each period of employment, only the details of that period
will need to be entered. If the teacher goes to a new school, then the
teacher should provide the schools with their version, which should
again be checked/confirmed. If the teacher goes to an independent
school, then back to a government school, then they enter their
additional service which would again be checked. In most cases where
employment is continuous the 'new' salary will the same as the old one,
but sometimes it will not be.
To my mind, if this was done then the workload is easier for schools,
data doesn't need to be re-entered all the time and for the teacher
there should be much more certainty that they are being paid correctly.
