[Busmanagers] Re Allocations for following year.

Town are in the process of writing instructions for the end of the year
and two alternatives will be given.  These can be shown to the auditors.
This problem should be fixed when we are able to get information from
the previous year as we can with creditors.  Town is working on fixing
this, but it looks like it won't be ready for the end of this year, as
they want to test it properly to make sure it is right before release!
(which we can all agree is what we want.)

Which ever way you do it, just be aware of the consequences of it.
