[Busmanagers] Preparing for Census

Hi Everyone,

When building your Census file in readiness for next week's Census you
need to Build the Census file, press the pink square to build it, then
press BUILD CENSUS FILE (in the top left hand corner) yet again,
otherwise the copy to CASES is greyed out.  Just another little quirk
with the system!  Maybe this will save many phone calls to the Census
hotline!
