[Busmanagers] Journal Generator - Subprogram Transfers

The Sub Program transfers tab is used for things like photocopying where
it has been paid for out of one subprogram but you want to put the
expenditure against several sub programs.  Inflow is Revenue, Outflow is
Expenditure.  Where you have used the incorrect sub program code you use
the sub program tab and can select from Invoice Receipt Payroll etc.

I have assumed that inflow is a receipt and outflow is an expenditure
but also find it confusing.   Our implementer was also confused and was
going to let me know but she never got back to me.

Can anyone explain the difference between an outflow and an inflow
transaction on the Subprogram Transfers Journal Generator?
