[Busmanagers] 3 year trained teachers

Can someone please tell me if I can employ a 3 year trained teacher into
:-

 

1.                   a fixed term position or 

2.                   an ongoing position

or must they now be 4 year trained.  What happens about increments etc.
Also where is it written - I have been waiting for nearly an hour for
HRMS to answer me !
