[Busmanagers] Foster child

They needed to be enrolled on census day (5th August) to be eligible for
EMA - unless there are extenuating circumstances - or their previous
school passes it on.  Its definitely worth checking it out.

We have just enrolled a family with a foster child and I have sent them
an account for the proportioned amount of the Materials and Services
charge.  They have just called to say that they don't pay anything for a
foster child, is this correct.  

I thought that foster families were subsidised for the child's
education.  Any information would be appreciated.
