By default all Tasmanian Gov schools have YouTube available to students and
staff. Some schools (primary mainly) block student access, but this is under
the school's control (and may vary during the school year).

Somewhere I have an article comparing China's notorious web filtering with
that of a US school district. It was food for thought.
