The ideal programming tool would be "low entry, high ceiling" that is it would be easy for beginners while having top end extensibility.
The following tools offer "iconic" programming with draggable blocks
Game Maker
Scratch
Etoys
TurtleArt
Scratch has the lowest entry, usable in lower primary. Etoys and Game Maker both have high ceiling but Game maker has the lower entry of the two.
Game Maker is only available on Windows, TurtleArt is only for Sugar, the OS of the OLPC.
All are free, at least in the lite version.
