Off the top of my head, here's what I look at around budget time:
1) Obviously software is a big item. Whilst some people get by with freebies or rely on quite old versions, in my opinion, you need to upgrade every 2 or 3 years and should have at minimum: Photoshop, Illustrator/Fireworks,Dreamweaver and Flash.
Have a look at the exam advice for titles you must have.
Adobe has just introduced site licencing for a variety of suites, it's well worth looking at these.
Cert 2 also needs audio or video software depending on which unit you do.
2) Depending on staff skills, PD could also be a big item. The teacher has to maintain industry links and stay up-to-date with the world of MM.
3) PixelED membership is around $100
4) I buy a lot of art/design books-they tend to be expensive but are invaluable for inspiring the kids. Good to try and share this aspect with the art dept and/or library
5) Software books/training material/DVD tutorials mainly for teacher reference.It's hard to find stuff that suit kids or suit the course perfectly, so I tend to adapt and adapt..
6) I subscribe to Desktop mag, a couple of web, digital graphics and photography titles.
7) Hardware that I am always upgrading/adding to includes scanners, color printer, digi cams-still and video, portable hard drives, microphones, graphics tablets. Data projector, smart board etc. Thinking about machinima in the future, so may look at games console and associated stuff. Ipods/mp3 players...the list is endless. Of course you need a room of computers with enough grunt to do the MM!!
8) DVD movies especially animation titles with good 'making of' sections.
9) Blank CDs, DVDs, Digi vid tapes, glossy paper, toner/ink cartridges,
10)Tech support esp things like preparing for and repairing after the yr 12 exam.
I have yet to find a suitable textbook for the kids to purchase, but the stuff from Natcoll Publishing (a NZ company) is quite good if you want some class set type material.
