[vet-mm] 3in6 News Upgrade

In response to Requests from several schools, the following changes have been made to the [1]VITTA 3in6-2006 website.
1/ Rule changes on Rules page (Animations),
2/ PowerPoint on Resources page (T16),
3/ Moodle Link on Discussion page at top.
The Animation Rule change allows additional software to be used for the stop-motion section.
The PowerPoint for download may be shown to both students who are preparing to enter, and to teachers who will be involved in judging 3in6 entries in schools.
The Moodle Link is for teachers who will be entering teams this year, providing a forum for assisting one another.
