Create a web folder to store all the assets in. Go ahead and plan site, create assets etc.
But before you start making pages in Dreamweaver, set up your site, pointing to your web folder.

By setting up the site before you start creating pages, you have the protection of Dreamweaver warning you if you link to an asset outside your web folder, and therefore potentially having broken links when the site is uploaded to a live web server.
