Try www.whirlpool.net.au
You can type in the phone number of your school and search for alternative ISPs. You can then see if they service your area. Have you considered a cable connection instead of ADSL?
We had the same problem until DET secured a contract with Telstra to roll out fibre to all government schools.

Hi there

We currently have a 1.5Mb/256K ADSL connection with Netspace. When I
enquired as to what would be the next step up to a faster connection I
was told that in our area it was not possible to get anything faster.

Does anyone have any suggestions as to what we should do to improve our
speed - should we change to a different provider or a different type of
access?
