Thanks for this Peter. 
I have tried this. Trouble is the coil on the relay I have requires greater than the current available from the picaxe output pin. Can you recommend a relay that will do the job?

Dear Roger, 
Try using a relay. The Picaxe may not be able to supply the windscreen wiper motor with enough current or its getting interference back from the motor.  
Here is some examples of relays used to run 12 volt car motors from an 08M picaxe from a couple of years ago.

This was an egg incubator  eventually controlled by a picaxe via relay.
