[Year 12 SofDev] Enrolments 2016-2017

The enrolments are definitely concerning. While there are many things that
can be said about the VCE curriculum, our students generally are making up
their minds before they reach VCE. The scaling doesn't help (and this is
something students almost always ask). However, at the end of the day, 'we'
all need to be looking at what we are doing in the middle years.
