That makes sense, but if there is no system analyst who then?  I think it would make sense for senior management to evaluate the new system as they are the ones who have paid for the system and would want to know that it has achieved the goals of the system.

In the textbooks it is meant to be completed by the main Systems Analyst to see that original objectives were met and there can be sign-off on the completed project. Not sure what REALLY happens though – I guess depends on costs and user acceptance etc.

When you create an evaluation strategy for evaluating a software solution, who actually does the evaluation.
The criteria are established at design time by the software developer, so do they do the actual evaluation with the final users or is it conducted by senior management within the organisation?

My other thought is that the software developer gets paid for the software at hand over which comes before evaluation. If the developer were expected to do the evaluation, where is the incentive for them to come back and do the evaluation?
