I think it depends upon the "user".
If the payroll runs very slowly - say due to database statistics being too old
and the pay file is sent to the bank 1 day late then:

from a technical point of view it was a very inefficient pay run
from the employees point of view, it was not a very effective pay process

Hi all,
We all know that time considerations are generally efficiency measures, but could you also say that producing an output within an appropriate-to-task time frame is an effective solution as well?
