That's true. Mine are starting the practice SAC today, and from first impressions it is different enough from the tasks we have been doing to make them think about how they will be using their older code. (not just copy paste and change some variable names....)

I let them refer to notes during the SAC - in the real world, programmers would always do this to remind themselves of syntax, etc.
As for referring to their old code, I've found (as you say) that the weaker students gain little or no advantage from it. You just need to make sure you don't give them practice tasks that can too easily be converted into code for the SAC.

Mine have just started U3O2, so we'll see how we go!
