You would be correct. Without any additional information, I would say that is most likely  that only the receptionists appear in the UCD. If you like you can send me the case study and I will have a look at it for you.

If the customers receive tickets that the receptionists print out (as an example, if it's a ticketing/booking system), then it is acceptable to have a Print Tickets UC that is associated with both the Receptionist and Customer.
