[Year 12 SofDev] Time allowed for U3LO2

Mine was about the same
About 100 for design - algorithm, data dictionary, evaluation criteria and testing table, and about 120min for development including testing evidence
They did this last week, all in one day. It was tight but do able. I'm sure the development time depends on the problem set but O2 is not meant to be a large scale problem.

I spent about 200 minutes.  It  turned out to be a comfortable but challenging amount of time.
