I found the link Claudia sent to the IEEE SRS template very useful:

In there it has prompts the students (or teachers!) can use. 
In section 2 it states:
Summarize the major functions the product must perform or must let the user perform. Details will be provided in Section 3, so only a high level summary (such as a bullet list) is needed here.

Looking at the template it mentions to discuss the functions the software will perform and characteristics of the user interface  in Section 2

Then in Section 3 it is asking to discuss functional requirements and discuss  user interface

Why in both sections?
