I'd take it to mean small, single-purpose software tools that are used 
when programming.  Perhaps a colour picker, a decimal-to-hex converter, 
a utility to edit pix/sounds for a program, a screenshot proggy, etc.

You'd cover how they are useful when programming and what they do.
