Sending mass emails with every kid's/parent's email is unprofessional.
You're asking for trouble - cyber bullying comes to mind. Or does your school have this in the policy document pertaining to mass emails so you mitigate any possible lawsuits.
I understand how time saving this must be but I would be extremely careful especially with all these no win no fee lawyers these days.

My daughter's school sends email to parents - they have set up yr level lists, home group lists, "middle school " lists yr level lists vce lists and the staff use the lists and ensure that it goes in the bcc.
Included in every list is the AP and "Communications director"
There is a "style guide" for mass communications of this nature
Important or last minute things are also sent by sms in the same sorts of lists
All parents are expected to check email, phs regularly.
If there is no email registered then the system is set to send an email/notification to the originator of the email so that they send a paper version of the email to the relevant people.
It has taken two years to iron out the bugs and the back up of the paper version for non-email parents but is now working ok. I get an average of two emails a week.
For homework : in schools that allow portable electronic devices (e.g. Phones/smart phones / ipods) I get students just to put their homework in their phone; and for the really forgetful I make them set an alarm for that evening ... And even an alarm to go off the day before it is due! Or a calendar event...
Personally I would ask them to buy an electronic diary/planner/organiser. Most of them already have something like that - just use what they have. There are apps that can be downloaded for newer ipods that can be used as notes etc and similarly for other brands of phs with apps.
